A way to monitor network traffic?

Right now the little computer icon is going no stop and I have no idea what is using the bandwidth but it's lagging me in CS:S.

Does anyone know a program or (built in) utility to monitor and discover what is using the internet?

No, windows firewall doesn't do that

fyi, don't use windows firewall search for sygate pro 5.6 and use that instead
