My XP Pro wont go into STANDBY mode!?!

After a fresh installation of windows xp my standby was working the way I wanted it too. I click on standby and the computer takes a split second and completely shuts down, so only with the hit of a keyboard it takes about 5 seconds for it to resume and be on my desktop just like it was when I put it in standby.. and this is the type of standby I like. but I'm confused because now after a little while I'm hitting standby, and the monitor powers down and the computer seems to go in a low power state but it's still on though, the fans are running the led's are and everything, so Is there two different modes of standby??
the one I'm trying to set is the one where it completely shuts the PC off because if I'm gonna be away for an hour or two I dont like the idea of having my computer on and everything running even IF it's in a low power state. I like it to completely shut down and wait for me so it can be cool as possible at all times.
