What is the best defrag program for Windows Vista Ultimate and what is the best regsitry cleaner for the same OS?

I can't help with the retgistry cleaner (I don't believe in them) but as far as defraging the HD, I would just let Vista do its daily thing. Any time the drive is defraged on a daily basis it should stay pretty clean.
