Yes. 16:9 is only full screen if the movie has been filmed in 1.77:1
(16/9). Quite a few movies are filmed in 1.85 or 2.35 so you will
always get some sort of letterboxing. The way the movie is filmed is
totally up to the director. There are no standards for how the movie is
to be filmed. You are not losing anything it's just that there are only
two tv standards at present. 16:9 and 4:3.

You may discover with your new HDTV that when you watch a 1.85:1 movie you
(might) not see any black bars on the top and bottom. This is due to the
fact that many TVs overscan, meaning that the image is slightly larger than
the TV's physical screen. If there were zero overscan, the 1.85 movie would
have very small black bars above and below.

You still should have bars if ths WS movie is 2.35:1
