uninstall XP question

So i got a notebook that I would like to do a clean install on, meaning just like the day I picked it up so there aren't bugs in it from usage over the the last 2 1/2 years. What is the best approach for doing this?

Can I uninstall Windows from the hard drive so there is not an OS on it, then reinstall Windows?

I got all my data backed up, so if there is a way to completely wipe the hard drive clean of everything including OS, is there a way?

Just boot from the XP CD and format the hard drive during the XP installation.

Grumpy9117 is right.

Make sure you choose 'Format NTFS(Quick)' otherwise it will take a while.
