First of all, this is a brand new build with a C2D e4400 using retail heatsink/fan.
I have noticed that while on desktop or surfing the web, my cpu fa will start, stop start stop.

When I play games or do cpu demanding stuff, the fan will act normaly.

When i went to bios to check my cpu temp it read 29C.

is this normal?

what is a good program for Vista to check CPU temp?

let me guess, the motherboard is a gigabyte?

in the bios set the fan control type to PWM

Sounds very much like some sort of "smart fan" setup. at lower temps, the fan will stop, and when using the cpu it throttles the fan up when a temperature is reached. Gaming would provide the most consistant use of the CPU and therefore be the warmest requiring constant cooling.

This same thing freaked me out. I have a 3700A64 with stock cooler for the X2 4600 on it with a gigabyte board, and it was doing that too. I almost freaked, But temps always stayed cool

Gigabyte BIOS default is non PWM setting. Try changing this to PWM (can't remember which menu). This should fix it.
