DVD decoder

hey guys do you know where I can get a free dvd decoder? I reformatted the hard drive of my dell dimension 8200 and I stupidly forgot to save the decoder onto my external hard drive. I've searched around for a while but I haven't found anything that works or that doesn't cost $20-50. Please help!
