Weird Hang problem on startup

I'm not sure if this is a windows XP problem or a hardware problem.. I got a new hard drive not that long ago, a WD 250GB 16MB Cache SATA. I decided it was time to redo my computer so I backed up formated and reinstalled windows. Well when I get my computer set up how i want i notice that when I log in it loads a few of the programs I have startup and then hangs for about 2 minutes before finishing the startup. I don't believe it is any specific program because I redid my computer again recently due to another hardware upgrade (new cpu, MB everything except the hard drives) and when I got windows all installed and all my drivers install I started it up and it gets to a point seems to hand for a bit and then finally finishes the install. Has anyone else had this problem? Any ideas?
