Does anyone know of a workaround for all of the problems Cingular has had
activating voice mail on new/migrated lines?

Time.

Seriously, it's just a glitch and doesn't happen to everyone. Luck of the
draw. I do know a couple of people this has happened to but the problem was
usually sorted within a few days.
