I have a laptop I use for both work and play.
At work, I login to the domain using my active directory account.
At home, I login as local administrator.

I use a lot of things at work I would rather not load when at home. Namely, things like SQL Server, some services specific to my job, IIS, etc etc.
Can I use MSConfig or any other means to only disable these things from loading when I login from home?

in other words you want you PC to load services and apps depending on where you are logging in to the same account?

if yes then I don't think so, if there is I have not heard of it.

Look here.
I have done this on my computer. When I was home, before I got cable internet, I disabled all services I didnt need, network, anti-virus, error report, etc. When I would go over to friends house to game off his cable internet I would run a different profile that loaded everything up I needed.

I dont use them now since I have cable internet.
