If I purchase an OEM version of XP or any Windows O/S to be used for Virtual PC, is it going to allow me to use it more than once (ie will it be possible to have more than one virtual pc running)?

While you may be able to, you are not licensed to:
"You may not separate software to run it in more than one OS environment under a single license, unless expressly permitted—even if the OS environments are on the same server."

The only Windows OS that I'm aware of that allows for multiple VMs to be running on the same license is Windows Server 2003 Enterprise, which I believe allows you to install it on 4 VMs with one license.

They may have updated this by now, considering how Microsoft's been pushing Virtual PC/Server, and I haven't yet looked into Vista.

Now MS is offering a 30day trial image of Vista for their virtual PC
