Windows 7 boots in russian

I just got a brand new HP pavilion dv7 laptop computer. When I booted it up for the first time it booted in a foreign language. I'm not even sure what the language is. It may be Russian. The keyboard has an alternate set of letters below the characters for the normal english keyboard.

I spent an hour on the phone with HP tech support and they are trying to tell me that I have to purchase the recovery discs to correct the problem.

Can anyone else help me with being able to fix this?

Yes you just need to change the display language. I'm not sure how it will work if everything is in russian BUT you should find a site where they shows step by step along with pictures and follow it. you can also check your windows update for different languages but it should come as ENGLISH.
