Intel TAT shows freq of 0 Mhz?

Any ideas why it is showing up like this? It's a stock e6600. Also, are those temps ok?

Not sure why it's reporting that speed, could be an incompatibility with your motherboard. As for temperatures, those are fantastic. I get around 32 degrees at idle for my E4300.
