Can i resore kernel32dll

Hello, just wondering what to do. after downloading I get a message about kernel32dll not initilizing and the downloads aren't successful

The failure is caused by one of the following:

1. The executed process does not have proper security access to the window station and desktop associated with the process.
2. The system has run out of desktop heap.
