Can a DSL modem get over loaded with traffic noise that it cause network slow down?

My internet connection frequently stall to near zero for no reason despite that the PC hasn't download any file. My browser can't load any page. I tried ipconfig/renew command which renews the router IP address without success.

I had to shut down the modem and disconnect the power to re-initialize the connection. Has anyone had the same problem?

Could be a weak signal, bad cable somewhere, bad modem. Contact your DSL company to have them check the lines.
