Processor Temps seem very high on non-overclocked system

The CPU is a C2D E6600 with COOLER MASTER RR-DCH-S9U1-GP 92mm CPU Cooler. The temperature seems to be ~45C Idle and goes up to ~53 while playing oblivion with almost max settings, the fan is running at about 300-400 RPM). The GPU is a Nivdia 7950 GT. Motherboard is a Intel D975XBX2, NOTHING is overlocked, I don't know why the temps are so high. (I am using intel desktop utility for the temperatures)

What is causing the fan too be so slow? Try turning off the monitoring control, and try max cooling.

May want to check your thermal paste as well. May not be conducting the heat effectively.
