Hello,
looking for a link to an independant display control panel application. I want to change the graphics settings but the administrative priveledges have been disabled

What OS? Are you joined to a domain? There were really no options to disable administrative priviledges on 9x unless the computer was connecting to a network with a domain. If that's the case, you should be able to log into the computer locally with administrative priviledges.
