I've been playing around with Ubuntu a little and I was wondering how safe it was to be booting from an Ubuntu CD and web surfing?

If you mean safe from security threats I would say it is rather safe, a lot safer than the average computer with a proprietary OS and IE on it.

If you want a virtually absolutely safe way to surf disconnect your HDD and simply use a Live CD or DVD to surf the net and maybe a USB flash drive for storage if needed.

You should be able to install clamav and avgfree if you want anti-virus protection for your downloaded files.
