F.A.S.T. Wizard not working 98SE to XP

Hello, how do I overcome XP F.A.S.T. Wizard problem - when using wizard on 98SE computer get message "The MISISM.DLL file is linked to missing export NETAPI32.DLL:NetLocalGroupAddMembers", but file exists in Windows/System folder ?
