I was able to find and install MS Pocket Paint on my iPaq hx4700
running MWE 2003 se. However, not all the display is on the screen. I
know that this app was not written for this OS. My question is: is
there anything I can do to change it. If not, could someone tell me
what tools I'm missing? Maybe it's not enough to worry about.

It's nothing to worry about :) This is merely a reminder that the
program was written before 2003SE. New in 2003SE is optional landscape
mode, which the application in question might not support.

You probably found a version designed for the handheld PC. I don't think
there was ever a MS version for the PalmsizedPC or Pocket PC. You can get a
reasonable facsimile for free.
