How to setup a boot flag in windows 98 for USB

I have Windows 98, I am trying to change it to jolicloud by using a USB Memory stick. On the Boot configuration USB memory is not an option, I am wondering how to add a boot flag for USB ?

If it is an older machine you may not be able to. You may want to put the image to CD instead.

What model PC are you using?

Is the USB memory stick bootable?
Have you pressed F12 to select the boot device?
And have you gone into bios (with the USB drive installed) to check boot options?

I am not directly familiar with that age of IBM laptops but it is uncommon to find Win98 aged systems able to boot from USB.
