I bought a tower which has windows 2000. Don't have the number to contact the guy since I picked it up at a moving sale. How do I nuke it when his password is still active?

What do you mean by "nuke it"? Do you want to install a new OS? (In which case just do so, you don't need his password.) If you just want to clean out the existing OS, there are various utilities that will let you reset the Administrator password.
