I installed Vista with a computer that also has XP on it. Drive 1 has XP. Drive 2 has Vista. Drive 2 also has a dedicated partition for an XP page file. My question is, when I boot in Vista, can I set Vista's page file to be in the same exact place (partition on drive 2) as the XP page file?

Or does the page file need to be undisturbed between both operating systems?

Yep, you should be able to do this, the file will overwritten at each OS's startup (assuming it uses the same name).
