End user license agreement

Hello,Reinstalled me on a reconfigured desk top. new hard drive,updated bios and when i get to license I cannot tab to second part of agreement, nor do I get the next tab highlighted. I can get into safe mode. Are there any work arounds to the license agreement in safe mode?

It was Me, However I gave up and took to a local shop. I found nothing on the web that helped. thanks for trying!
