Create custom "All Programs" list on server 2003 domain.?

How could create a custom all programs list in the start menu for a certain group of users? I tried start menu redirection but that just adds the items to the top of start menu, I remember my old school had a custom all programs list.

can anyone help? I Am using windows server 2003 and windows xp pro clients.
