Why wont mouse move on monitor

Hello,
the mouse won't scroll on our Windows 98 equipment. Is it out of service? No internet on that computer, just a games only for grandkids, kids, etc.,

Problem solved - cpu was "dead". Purchased new cpu - all is well.
