I am using a D975XBX2 motherboard and intel desktop utility reports the temp at 50C and the fan is NOT spinning, once it goes over that the fan spins and brings it down, I want to fan to constantly spin at 1k RPM, how do I do that?

Check to see if the monitoring program also has a fan eq or something like this (never had an Intel board) and disable it, or you can just change the settings in there...

Intel desktop utility doesn't seem to have a fan speed controlling section. Do you know a good fan speed control software?

EDIT: I tried Speedfan, it goes into the "Not Responding" state once I start it.

Try going into the BIOS to work with that.
