I have some new components arriving tomorrow; mobo, HDDs, CPU etc...

I have a legal/licensed XP Pro disc. In the past I have reinstalled and loaded the OS again and had no problems validating. But I believe that's because they can track hardware and check that it's the same PC.

What procedure do I have to follow if the hardware has changed?

I'm hoping I can ring them and sort it but wanted to check here 1st.

According to the Microsoft EULA, if you have an OEM copy of Windows, it is tied to the motherboard which can only be replaced if it fails.

If after changing hardware you have to validate, a notice comes up that you'll have to call to validate. Takes about 5 minutes, the thought of having to do this for something you paid good money for is more irritating than the actual process. Never had a problem even when I've had to replace a failed mobo with one with a different chipset from a different mfg running a CPU from a different mfg. All they really care about, if anything, is that you're running it only on one machine. Keep in mind that the people doing the validating are low paid workers, usually from low wage countries, who really don't care any more than low paid workers in higher wage companies, i.e., they're not particularly interested in protecting M$ profits. It's a job. This isn't to say that Grumpy9117 is wrong about the EULA, has to do with the enforcement or lack there of
