Open Source that isn't?

Hi All,
For various reasons I have recently been looking at SmoothWall (http://www.smoothwall.org/), this is claimed to be an Open Source Firewall project, unfortunately the source code doesn't appear to be available for down load?

So my question is, how can it be an Open Source project if the Source Code isn't Open?
