An old post, but if you still have the problem I would suspect it is a Group Policy with a "Restricted Groups" setting which cause this. First thing would be to check with the domain adminstrators which Group Policy Objects that targets your Citrix server. You can also try for yourself with the gpresult.exe in the command prompt.
