changing background wallpaper

I've got a problem on my buddy's PC. I downloaded a wallpaper from the net. 1024x768. I open it up and right click it to set as background and the background will not change to the new wallpaper. It is like that for any image I try to set as background. Anyone have an idea as to why I'm not allowed to change it?
