It's the difference between "OEM" and retail packaging. Oem pricing is a lot cheaper because it's supposed to be sold only with a pc or pc parts. Retail boxes are sold at "suggested retail" prices, off the shelf and can be purchased independently of a pc or parts.

You can buy OEM copies legally. Not sure what Gomer is talking about.
You can get the OEM version which is good one 'one pc' but there are ways around it. You can only install it on one hardware configuration - that's the concept.
You can then buy the regular version of Home, which you can install multiple computers, not all at once though. Different hardware configurations, which is different from OEM.
