Dell latitude C600 reinstall without cd drive

The owner cannot open Windows because her husband died without leaving the administrator password. How can I reinstall everything without a CD/DVD drive. It only has a floppy drive but the reinstall is found on CDs?

Can't do it then, need to use an external drive. You can also build a bootable flash drive with Windows on it, instructions are all over the web for that.

I did a web search and that laptop looks to have been designed for Windows 95. From what I can see there is no built-in recovery partition, all recovery info is based on booting to a CD.
