You need a tuner card; there is no other way to input the cable into your computer. Once you get a tuner card, you can use something like MythTV

That doesn't count 
You can also stream live TV from any Linux computer with a tuner to any other Linux computer over your LAN
The streaming also works on any client computer capable of running VLC or a similiar media player.
But that's cheating
