Windows 2000 administrator privleges

"Hi , I have just installed windows 2000 pro, and installed service pack 4,and microsoft .NET 2. but when I go to install my modem I get the message You do not have
> sufficient privileges to complete this installation,and I am the administrator,I have tried to log off and on using the administrator account but I still get the same message ,and the reason I am still using this version of windows is because I have some valuable software,and hardware,that there are no update drivers for these anymore.Thank You. Did you setup some policy settings on the computer? Even if you have admin rights, if you change group/user policies they will override the default admin rigths.

Is the issue only with that modem setup? Can you install other programs and hardware?
