Sort order in Notes

Is there a way to lock the sort order used when starting Notes? I can change
to Date Descending within the app, but it always defaults to Name Ascending
when I restart it.

not with the default notes app.
fwiw, consider modifying your naming convention to make it do what you
need... for example;
01-Current
05-Shopping
10-Projects
