The benchmark was done with the web server (and phpBB3) turned off. The there is a file access bottleneck and CPU is extremely weak (equal to a 150 Mhz). How would one explain this?

phpBB3, php, and mysql were all optimized plus Lighttp is being used instead of Apache.

A little more information might help:

Benchmark?
Linux distro?
Kernel?
Hardware?
Services running?

I can't think of anything else right now.

Type: lspci from a text console. That would give us some hardware information.
