it just happens when im installing programs(at times) and even after i boot when it was loading all the processes on startup.. since it occurs even after i had my hard drive reformatted. i just wanted to know whether it has anything to do with my hard drive? thanks

here is my computer specs:
amd x2 3800
1.5gb ddr 667
160gb sata
