i hooked up a new pc and i want to transfer all the data including my OS into my new pc. the new pc has a WD 320gb SATA HDD and my old one has a Hitachi 250gb IDE HDD if i use cloning software like acronis will i b able to successfully transfer all the data including the OS???

You can transfer everything but Windows won't boot due to the change in hard drive controller. You might be able to do a Repair installation and get it to boot. Also, if you have an OEM version of Windows, it can't be moved to a new PC.

aww well err lets say that i install win XP to my SATA and then hook it up to my old pc (it supports SATA) can i use acronis to get the other data??

Once you get Windows XP running on your new computer, you can connect your old hard drive (make sue the SATA drive is first on the boot order) and copy the files to the new one. Just make sure you didn't make your files private on you wouldn't have access to them.

if i made my files private is there a way to not make it private??

Go to C:\Documents and Settings. Right click on your username folder and make sure the box next to "Make the folder privates" isn't checked.
