I was going to update my ati driver to the new 8.1. I uninstalled the old ones and when i restarted it wouldnt show any video past the windows loading screen with the scrolling bar. I tried using a regular PCI card and it seemed to work fine. The PCI-E card that im using is the HD3870. I have triend VGA mode, safe mode, and also last known configuration.

Use your PCI card to boot into Windows and install the 8.1 drivers. Shut down, plug in the new card, and try booting with it.
