The easiest way to delete files is to go to Windows Explorer, Tools, Folder Options, View and Uncheck any of the hide files as well as Check show Hidden Files and Folders.  Boot into Safe Mode, log in as Administrator, and go into Windows Explorer.  Go to the folder you want to delete files from, e.g., C:\Windows\Temp, highlight the files to delete, and delete them.  You can do the same in Document and Settings under your user name.  Never had a problem in any Temp Folder but obviously be careful because this will show all or almost all of your files and deleting the wrong ones can totally screw Windows or programs
