"Customize Start Menu" function crashes

I right-click the task bar, select Properties and go to the Start Menu tab. When I click OK out of the "Customize Classic Start Menu" window, XP sits there with an hourglass, not doing anything. When I click the X out of this window, it gives a "Not Responding", and the taskbar disappears for a second and reappears.

Everything continues to work fine after that, but this problem is annoying. This is the STUPIDEST error I've ever seen, and naturally, this error is un-Googleable. Has anyone had this before?
