Problem with win2003 l2tp vpn connection

Hello.
I have a problem connecting through l2tp protocol to my VPN server.
I get error 809.
I think l2tp port on my server has been closed.
Is my thought true?
and how to solve problem?

The network connection between your computer and the VPN server could not be established because the remote server is not responding. This could be because one of the network devices (e.g., firewalls, NAT, routers, etc.) between your computer and the remote server is not configured to allow VPN connections. Please contact your Administrator or your service provider to determine which device may be causing the problem."

I think the last sentence in that quote is probably good advice.

I asked server master and he told me it should because of config.
but didn't tell more details.
If anyone has details of solution , please tell me.

Problem solved.
it's because of missing registry "ProhibitIpSec" key.
on both server and client machine.
