First Build, First Use of OEM Vista64, and What is OEM Preinstallation

I've just about finished assembly of my first build and received my OEM Version of Vista64 Home Premium. The first thing I read is that I need to use an OEM Preinstallation kit to install it. In all my research and on NewEgg, there was no mention of anything about a Preinstallation kit.

I also bought an OEM Version of Microsoft Live One Care and it came with an OEM Preinstallation Kit.

What does this Preinstallation Kit do? Is it necessary? Is it package dependent - ie. one version for Vista, one for XP, another for Live One Care - or can I use the one I received for all.
