e6600 vs. Xeon 3060 vs. e6700

So now that the 2900XT is out and has disappointed me with its high noise and heat dissipation I've decided to go nVidia this round for my new build. I want to OC as much as I can and was about to buy, but I read a few forum posts saying the current batch of e6600s haven't been overclocking well. Should I upgrade to the e6700 (which would force me to trim graphics card to a GTS 640)? or will spending the extra $10 on the Xeon part ensure a good overclock?

I am planning on getting the Gigabyte DS3, will be cooling the CPU with the Thermalright Ultra 120 extreme and scythe S-Flex SFF21E, and am shooting for a 1.0-1.2GHz OC. Thx in advance for the advice.
