CPU Fan only spins when processor is at 50C+ temperature

I built this system with a Core2Duo E6600 at stock speeds and a Cooler Master Hyper TX cooler, the problem is, the CPU fan ONLY spins when the temp is OVER 50C If I could keep it spinning at about 800+ RPM constanty it would be much better. Any way I can do that? I am using a D975XBX2 mobo.

It should be a setting in either your BIOS, or in some hardware monitoring software you have installed.

I looked in the BIOS, it had no option for fan speed manual control, I just can't find out how to increase the speed.

Well, I was searching around on the internet, and found something called "Intel Desktop Control" and I set the "Spin after" temp to 40 and now it constantly spins and idle temp is at 42C. It seems to have fixed my problem 100 percent!
