Help! e6600 on Gigabyte DS3 Rev 1.3

I am a fresh guy in DIY. i just bought a Gigabyte P965 DS3 Rev 1.3 (from Newegg, Bios F10) and e6600. Now i set my cpu at 266MHzX9 in Bios (but the MB automatically set it at 200MHzX9), but after i entered windows XP pro sp2, the CPUZ-1.40 showed the cpu was at 266X6 not 9. I want to know what is the problem here? why the cpu dosn't run at 2.4GHz but 1.8 GHz? After i restart my computer and enter Bios, i still could see the cpu was set to 266X9. Is it because the MB or CPU itself automatically ajust the CPU speed based on the job loading? Looking forward help!! I just want to make sure the MB and CPU i bought working well. Appreciate your help!!

Thank you very much!! But what is the meaning of "load tat and click both START buttons on go check cpu-z." English is not my native language, so i don't understand some abbreviations.

TAT is Intel's Thermal Analysis Tool, that many use here. It is an effective way to run both cores at 100% load.
