Internet randomness

hey gang, i have a weird one, on my mothers computer, i click on internet explorer and it will pop up and the following shows up... (listed below) but when i click the refresh button, it goes to the intended home page. I was wondering what could cause the first attempt to display the messages below, but the second try works fine. It happens every time i try to connect to the internet. Thanks for any help on this, it's weird...
