The File Settings and Transfer Wizard for XP on the XP install disc is the closest thing to what you are looking for. Regrettably that utility is quite useless in most circumstances. Perhaps it is installed on your system, perhaps you can use it.
Even with the PnP preparations required for a trouble-free in-place upgrade unless your laptop hardware is identical, you have very little chance of getting Windows to work as expected, It is tricky to do with desktops more so with laptops and their persnickety drivers and inscrutable electrical quirks.
This is all leading up to: a forced OS re-installation.
