my pc don`t shut down

my pc don`t shut down in some instances, both when I shut it down from start/turn off/turn off or when I program the TV to shut it down. both times will just restart.

is this a windows problem or a hardware problem?

I have XP pro and leadtek winfast tv 2000 xp expert tv tuner.

try cleaning the registry, Eusing free registry cleaner is good and it's free
